Carlos is a seasoned professional with over 25 years of Emergency Management experience. He entered the United States Air Force at the age of 17 and retired 22 years later. While in the AF, his career field was CBRN, Disaster & Emergency Management holding several different positions like Non-Commissioned Officer in Charge, Superintendent, Flight Chief, and Air Force Emergency Manager/Director. His EM experience was used all over the world including over 30 Emergency Operation Center Activations (including Aircraft incidents, Hazardous Material incidents, Hurricanes, Typhoons, Flooding, Earthquakes, Pentagon response, and the Japan Fukushima radiation incident). After the Air Force, he was hired on with Orange County Office of Emergency Management to run the Outreach, Training and the Exercise program. During his 4 years with Orange County, the county has experienced 3 disasters, the Pulse night club incident and 2 hurricanes.
