Joe was born in Sanford, Florida, and moved with his family to Orlando when he was four years old.  He attended public schools in Orlando and graduated from Orlando High School.  He was in Boy Scouts and earned Eagle Scout.  Summers found him working on the family cattle ranch in Seminole County.  At the University of Florida, he graduated with a Bachelor in Industrial Engineering with High Honors.  While at the university he was in the Sigma Chi Fraternity and was selected for Florida Blue Key.  Upon graduation he was commissioned a Second Lieutenant in the U. S. Air Force and married that cute little girl he met in freshman English class. He and Joan have six children.  He served for three years as a navigator on KC-97 tankers in the Strategic Air Command.

In 1959 he returned to the family business, Harry P. Leu, Incorporated, and worked in sales and management for 29 years, the last nine years as President.  He served as President of the Southern Industrial Distributors Association and on the board of Associated Industries of Florida.  In 1986 Tree Planting Systems, Inc., was started to manufacture his patented equipment for installing fabric containers used in tree nurseries.  In 1989 Joe began consulting as a licensed Professional Engineer in hazardous materials and hazardous waste, for cleanup of petroleum contamination, conducting environmental site assessments, and managing industrial environmental permits.

Joe served as an Elder in the First Presbyterian Church for fifty years and in higher courts of the church as Commissioner and Moderator of the Presbytery of St. Johns.  For over fifty years he taught Sunday School to youth and adults.

Joe has been a member of the Rotary Club of Orlando since 1961 and has served on the Board of Directors for several years.
